ETZ 251 front suspension ‘clunk’

Good day all,

I was wondering if someone could give me some advice.  I am in the process of restoring a 1990 ETZ 251.  I have reached the stage of having rebuilt the bike into a rolling chassis and note that there is a definite ‘clunk’ somewhere in the front suspension.  The steering head bearings have been replaced and torqued up and there is no play whatsoever.  The fork legs have been rebuilt with, but the only new components used were fork seals.  The rest seemed serviceable.  The front wheel also has new bearings.  The forks operate normally, but there is a definite knock.

This is a first rebuild for me, so I am not an expert on the subject, so I would appreciate any thoughts or comments you may have.  Thanks in advance.
